Biden and Lula Meet. Brazilian President Luiz Inacio Lula da Silva will meet with US President Joe Biden on 10 February at the White House. The two heads of state will primarily discuss US support for Brazil's democracy, which will almost certainly touch on former President Jair Bolsonaro's request for a continued tourist visa in the United States, which some have alleged is a way for the former president to avoid arrest in Brazil. The two will likely also discuss collaboration on climate initiatives, which could lead to a joint announcement of reforestation efforts. This could include direct US funding for Brazil's government-led Amazon Fund or direct funding for farmers to reforest their farmland.
The French and German Economy Ministers Visit Washington. German Economy Minister Robert Habeck and French Finance Minister Bruno Le Maire on 7 February will travel to Washington to discuss with the Biden administration ways for European companies to benefit from US green subsidies introduced by the Inflation Reduction Act, a measure European leaders fear will drive investment away from the Continent. The meeting is taking place only two days ahead of a Special European Summit, during which EU leaders are expected to debate the recently announced EU Green Deal Industrial Plan. The plan consists of a series of European Commission proposals aimed at boosting green subsidies to accelerate the rollout of renewables in the European Union and the decarbonization of its industrial processes while protecting the bloc's industrial base, particularly in light of increased competition from China and the United States. Even without an EU-US agreement on specific Inflation Reduction Act provisions, talks in Washington may also focus on preventing a subsidy race between the two from escalating into a tit-for-tat trade dispute.
Ecuador Holds Local Elections and a Public Referendum. Ecuadorians will vote for local representatives and a series of eight constitutional amendments proposed by the unpopular government of President Guillermo Lasso. The referendum is a mechanism for Lasso to separate himself from the policies given his 82% disapproval rate in hopes of boosting their chances of passage. The eight questions cover efforts to boost national security by allowing greater collaboration between the armed forces and police; reducing bureaucracy; improving institutional quality; and increasing environmental sustainability through environmental compensation programs for people, communities, and ethnic groups who aid nature conservation. Opinion polls show significant support for the proposed reforms, suggesting the Lasso government may at least be able to pass watered-down versions of its policy priorities.
